WHEREAS:

The PEOPLE Program was founded as a result of the Federal Elections Campaign Act that regulates political contributions and related activities of unions restricting such contributions and campaign activities to funds raised voluntarily. These voluntary contributions can be made by AFSCME members and their families only; and

WHEREAS:

It is necessary to elect U.S. Congressional, Senatorial and Presidential candidates who are sensitive and supportive of AFSCME's position concerning federal legislation, the federal budget and other critical issues that affect state and local governments, private nonprofit organizations and other American workers; and

WHEREAS:

The need to raise voluntary funds is becoming even more crucial, now that right wing and other special interest groups are raising huge sums of money to elect politicians who desperately want to undo the social progress and programs of the last 50 years.

THEREFORE BE IT RESOLVED:

That all councils and locals in this International Union that do not have PEOPLE voluntary checkoff rights at the present time implement regular fundraising programs which may include: Hand Collections at council and local functions; promotion of the PEOPLE Presidents Club; sale of PEOPLE merchandise; and various fundraising events such as raffles, dances and similar activities; and

BE IT FURTHER RESOLVED:

That all councils and locals be encouraged to set goals that would include an average dollar amount to be raised for each member.
