WHEREAS:

Head Start has been widely recognized as one of the most cost-effective and successful federal programs for children; and

WHEREAS:

Almost 415,000 children are enrolled in full-year Head Start programs; and

WHEREAS:

Hundreds of studies conducted on Head Start indicate that compared to other low-income children, Head Start children perform better in school and are more likely to receive adequate medical care; and

WHEREAS:

Based on these studies, funding for the program should be increased; and

WHEREAS:

The Reagan Administration's budget request for Fiscal Year 1985 do not allow for inflation, at least 20,000 children will actually lose Head Start services.

THEREFORE BE IT RESOLVED:

That AFSCME support increased funding for the Head Start program.
