WHEREAS:
Local 901 represents 300 Recreation professionals employed by the City of Los Angeles Recreation & Parks Department; and
WHEREAS:
These employees provide a multitude of programs designed to enrich the quality of family life in the City of Los Angeles, including after-school child care, pre-school programs, a full range of sports and cultural programs; and
WHEREAS:
These employees provide recreation opportunities in a number of diverse settings, including housing projects, Senior Citizen centers, inner-city community centers and suburban Regional Parks; and
WHEREAS:
A variety of populations are served including those who come to Los Angeles as refugees from war-torn Central America. Through specialized cultural programs the City welcomes the members of its diverse ethnic populations, including Vietnamese, Korean, Guatemalan, Panamanian, Mexican, Chinese and Middle Eastern; and
WHEREAS:
Recreation programming offers positive alternatives to gain activity for the youth of our communities; and
WHEREAS:
Since the passage of Proposition 13 in 1978 the City of Los Angeles Recreation Employees have been required to generate funding for these programs within their communities; and
WHEREAS:
Recreation professionals are asked to meet the expanding needs of the community with a minimum amount of City support. The administrative responsibilities of Recreation staff have increased threefold; and
WHEREAS:
Local 901 seeks a salary which fairly compensates these employees for the increased responsibilities of the position; and
WHEREAS:
The City of Los Angeles and Local 901 have reached an impasse in bargaining fair rates of compensation.
THEREFORE BE IT RESOLVED:
That the AFSCME 1988 Convention support their Sisters and Brothers of Local 901 in their effort to be fairly recognized for the significant contributions made to the quality of life in the City of Los Angeles.
