WHEREAS:

The world has watched with horror the internecine bombings and killings in the Balkans; and

WHEREAS:

Political ambitions and ethnic hatreds have led to senseless slaughter of women and children as well as retaliatory killings of militia and other military personnel; and

WHEREAS:

Because repeated efforts by members of the world community to end the fighting have met with failure, many nations have been led to support trade embargoes that have contributed to further suffering as food and medical supplies dwindle.

THEREFORE BE IT RESOLVED:

That this 30th International Convention condemn the violence in the Balkans and urge the political and military authorities involved in the fighting to arrange an immediate cease fire in order to spare the civilian populace further suffering and killings; and

BE IT FURTHER RESOLVED:

That AFSCME urgently request that arrangements be made to resume shipments of food and medical supplies to the innocent victims of the fighting so that essential health and nutritional services can be restored; and

BE IT FINALLY RESOLVED:

That AFSCME urgently call on the United States government to demand that the world community of nations, acting in concert through the United Nations or regional organizations, make it the highest priority to achieve all end to the fighting, the restoration of essential services to the shattered cities and towns, and development of a peace-keeping mechanism that will protect the people from the ravages of senseless violence and slaughter.
