WHEREAS:

WFSE at the statewide convention in 2000, resolved that Council 28, WFSE/AFSCME, shall direct the Legislature to implement and fund all provisions in the state laws and policies that are related to the Indian Child Welfare Act of 1978; and

WHEREAS:

The Indian Child Welfare Act of 1978, is a federal law mandated by Congress; and

WHEREAS:

"Active efforts," as outlined in the Indian Child Welfare Act of 1978, would remedy/prevent placement of Indian children and promote family reunification as mandated by the law; and

WHEREAS:

The policies and practices of state, county and municipal agencies conflict with the Indian Child Welfare Act of 1978; and

WHEREAS:

Workers do not have the proper tools to perform their jobs.

THEREFORE BE IT RESOLVED:

That AFSCME supports the Indian Child Welfare Act of 1978 throughout the United States and its territories; and

BE IT FURTHER RESOLVED:

That AFSCME shall lobby Congress to appropriate funding for implementation of the Indian Child Welfare Act of 1978.
