WHEREAS:
AFSCME is composed of a diverse membership from diverse communities; and

WHEREAS:
Diversity is a strength of AFSCME that allows the Union to effectively represent and advocate for diverse communities; and

WHEREAS:
Diverse groups need an institution to participate in AFSCME so the various needs, interests, concerns, and issues of diverse communities can be communicated and resolved; and

WHEREAS:
AFSCME recognizes the Latino community as a diverse group which is rapidly growing in society and the Labor Movement; and

WHEREAS:
The Latino community has made tremendous contributions to AFSCME and represents an important part of the Union's future; and

WHEREAS:
AFSCME needs to build partnerships with the Latino community; and

WHEREAS:
AFSCME is organizing not only Latino workers, but immigrants from other countries as well, all of whom face similar barriers to full inclusion in their union.

THEREFORE BE IT RESOLVED:
That AFSCME create a working group of affiliate leaders and members, staffed by the Department of Organizing and Field Services, to recommend ways to break down barriers faced by this changing workforce and incorporate them into the mainstream of the union.  The working group will prepare a report to the International Executive Board.
